Make language hierarchy more intuitive for multi script languages

Description
Currently creating a dialect or script variant of a language creates a second writing system which is indented under the first writing system. This imposes an unintuitive hierarchy for users with multiscript languages.
A solution was proposed whereby adding a variant to an existing writing systems would see these two writing systems grouped under a header. This header would be non selectable and any new variants would likewise be grouped under this header. If the user deletes all writing systems but one the header would disappear.

Hmmm, I get the problem, but I'm not ready to go to this solution, just yet... 99% of cases will be a single script, followed by ipa. The current algorithm assigns a "specificity score", and shows the least specific first. The problem you've run into is, what if they are all the same? I need to so somemore thinking...
