Script drop down list needs to not allow custom scripts

Description
When adding a script, users should not be able to enter custom script names. New scripts should be submitted to the Unicode consortium for addition to the list.

Martin Hosken was of the opinion that it does need to be possible to select a script that is not in the drop down list but that it should not be easy to do so. He felt that a very strong warning about doing this would be a good start, but another possibility he would find acceptable is having to edit a text file somewhere. He emphasized that, should it be sufficiently obscure, the process needs to be well documented enough and the documentation accessible enough for consultants to figure it out.
