Can't add dialects/ variants to certain languages

After adding some languages such as "German" there are no options to add dialects or an ipa writing system.

This is by design. The WritingSystemSuggester class has a property, SuppressSuggestionsForMajorWorldLanguages, which the view has set to true. This is to reduce clutter on screen for buttons which will never be pushed.

However, maybe this assumption is incorrect; if you're thinking of cases where they would be be needed, lemme know. Thanks.

I just verified that you can do the one case I thought of... creating a latin form of a non-roman script. I added Thai, set the script to latin. Then I created thai again, so that I ended up with both thai-in-thai and thai-in-latin.
